Captain S.K. Tikkoo is the quintessential soldier. A veteran of many a battle on many a front, he has a bio that would do a renaissance hero proud. The hallmark of his career as an armyman and later in public life has been true grit and great determination. Captain, as he is lovingly called by his friends and admirers – whose number is legion and provenance blue chip, is held up as the canonical example of courage and valor.
His role in agglomerating, consolidating and mentoring the marginalized pro-India voices in Kashmir when secessionist violence had peaked, is well known. What is not as well documented is his close association with the politics of Jammu and Kashmir for over four decades, an association that has been eventful – to say the least. His diaries, that he is in the process of compiling as a memoir, will surely be one of the most important and definitive documents about the ‘history-dark’ period of the state. For the record Captain Tikkoo (retired) was commissioned in the Indian army in 1963and saw action in1965, was General Secretary of Jammu and Kashmir Awami League and has been in active politics since 1996 while having been active in politics since 1956 right from his student days.
His presentation at United Nations Human Rights Commission at Geneva in 1999, on the plight of Kashmiri Pandits post 1989-90 ,and his untiring efforts at Hague Appeal For Peace in 2000 in depriving the strong anti India lobby from adopting an anti India resolution on Kashmir, have been universally appreciated. He is probably the only speaker ever invited by Centre for Strategic & International Studies Washington , DC to speak on " Counter Insurgency in Kashmir", on September 18,2006, where he tore to smithreens the canard spread by secessionists projecting CIs negatively. His presentation was prominently covered by Washington Post a week later.
