PARLIAMENTARY STANDING COMMITTEE ON HOME AFFAIRS URGES J&K GOVT. TO IMPLEMENT ITS RECOMMENDATIONS… AIKS New Delhi, India, July 30, 2013 |
Elected representatives of major KP organizations from Delhi NCR and Jammu were invited by the Parliamentary Standing Committee on Home Affairs to present their views on the implementation of Prime Minister’s Relief Package for rehabilitation of J&K Migrants, day to day issues of survival and long term strategy for their resettlement. The meeting took place on July 30, 2013 at the Parliament Annexe in New Delhi. The meeting was presided over by Shri Venkaiah Naidu, its Chairman. The other members of the Committee who were present, included Shri L. K. Advani, Shri Naveen Jindal, Shri Satish Mishra, Shri Rajiv Pratap Rudy, and Shri Lalu Prasad Yadav. The meeting was also attended by Shri Anil Goswami, Union Home Secretary; Shri K. Skandan, Additional Secretary Home; Shri R. K. Srivastva, Joint Secretary Home; Shri P. P. Singh, Under Secretary Home. Shri Vinod Kaul, Secretary Revenue J&K Govt. and Shri R. K. Pandit, Relief Commissioner (M) Govt. of J&K, were also present. The meeting began with the displaced Kashmiri Pandits expressing their gratitude to the Hon’ble Members of the Committee for giving them an opportunity to present their case before the Hon’ble Committee. Shri Venkaiah Naidu acknowledged the compliments and gave a serious hearing to the presentations which were on expected lines. These covered both the short term issues and long term issues. In the short term issues, the collective view was about some steps to be taken to restore the confidence of the Kashmiri Pandits in view of their continued neglect and marginalization being faced at the hands of the J&K Govt.. To support the argument, they quoted the assurances given by the State Chief Minister in the last Apex committee about the enhancement of cash relief to the tune of Rs. 10,000 per month per family but this long pending demand was put into the cold storage with only a meager increase in cash relief. Similar is the fate of employment package which also has been partially implemented with only 1462 candidates having been appointed out of promised 6000 jobs. It was communicated very forcefully to the Committee. Problems faced by residents of the Jagati Township were brought to the notice of the Committee during the overall presentation of the issues. Sarvashri Moti Kaul, President AIKS; M. K. Kaw, Chairman AIKS Trust; K. K. Khosa, President KP Sabha Jammu; Ajay Bharti, President, JKVM; Dr. Romesh Raina, General Secretary AIKS; M. L. Malla, Vice President AIKS; Col. Tej. K. Tikoo, Vice President AIKS; and Ashok Braroo, in addition to the above mentioned issues, gave their inputs to the non-execution of Prime Minister’s Relief Package and the paramount need of a blueprint for the resettlement of the displaced KP community. While dwelling on the subject, Shri Moti Kaul, Shri M. K. Kaw, Shri K. K. Khosa and Shri Ajay Bharti explained in detail about the need for restructuring the Prime Minister’s Package to suit the community in terms of their social, political and cultural aspirations. All the other major organizations present supported the arguments. The State Govt. was reprimanded for their lacklustre approach to the action taken on the 137th report of the Committee on Rehabilitation of J&K Migrants. It is apprehended that the report might be the sum total of cold statistics. Such things had made them to lose faith and confidence in the State Govt. apparatus. At the end, the KP leaders submitted a Joint Memorandum to the Committee enlisting all the core issues. The memorandum is attached. The meeting lasted for about 3 hours. While summing up, the Chairman Shri Venkaiah Naidu instructed the Home Ministry to respond to the concerns of the displaced KPs and also come out with a blueprint for a discussion with the representatives of the displaced KPs at the earliest. He also instructed the J&K Govt. to take the issues relating to KPs very seriously. The Chairman concluded by constituting a sub-committee which will visit the camps, take opinion from different quarters and report to the Committee accordingly. |
