Disown Interlocutors CIA-sponsored Report

Expressing shock on the criminal silence of Congress leadership vis-à-vis highly provocative and vicious report prepared by three-musketeers under the nose of the Union Home Minister, Mr. P. Chidambaram, the NPP Chief questioned the credibility of the Congress leadership on their support to the Interlocutors knowing well that this so-called finding of the Interlocutors is US-sponsored with an agenda to destabilize India.
The report is ultra-virus the full and final agreement signed by Parthasarathy (representative of Prime Minister, Mrs. Indira Gandhi) and Mr. Afzal Beig (representative of Sheikh Mohd. Abdullah) in 1975. This agreement was reached between Mrs. Indira Gandhi and Sheikh Mohd. Abdullah after a comprehensive deliberation particularly in relation to Central Laws adopted by J&K after the removal of Sheikh Mohd. Abdullah in August, 1953. Sheikh Mohd. Abdullah had set up high power committees to study the implications of the Central Laws introduced for the welfare of the people of J&K. Sheikh Mohd. Abdullah in 1981 closed all such committees as were appointed to study whether there was any need to reverse any Central Law. Prof. Bhim Singh said that Sheikh-Indira Accord was the final and cannot be reopened by tiny agents of the vested interests. The only way out is to dissolve the present Assembly, hold fresh elections with clear agenda to reorganize the State of J&K by allocating three separate Assemblies; Ladakh, Kashmir and Jammu Pradesh. The movement between POK and J&K should be made feasible and possible for the passport holders of respective countries. It should be made easy without requiring visa for either side. This is the need of the hour and in the interest of lasting peace between India and Pakistan. Prof. Bhim Singh said that there is no inclusion of secularism and socialism in the Constitution of J&K besides there is no chapter on fundamental rights of the residents of J&K in the State Constitution. The fundamental rights particularly Article 14, 15, 16, 19, 21 relating to equality and freedom of speech and expression which the residents of J&K have been enjoying being citizens of India. NPP Chief questioned the credibility of Interlocutors’ Report saying that the report shall prove disastrous to the fundamental rights of the people living in J&K if accepted because it seeks review of all the Central Laws applicable to J&K after 1952 including the fundamental rights which is applicable to J&K as well. Prof. Bhim Singh said that State Congress leadership has been playing havoc with the freedom and liberty of the people only to strengthen Sheikhdom of Abdullah dynasty in J&K only to share the loot of the exchequer and power in the State in utter violation of the mandate of the Constitution. NPP Chief said the people of Kashmir have rightly rejected Interlocutors’ report because it served the agenda of National Conference alone. Granting provincial autonomies under the dynasty rule of the Abdullahs cannot be acceptable in the 21st century. NPP Chief mocked at the report saying that it did not find any concern in the cause of the migrants from POK, the refugees settled in J&K by the administration of Sheikh Mohd. Abdullah in 1947/48/49 yet they have not been granted any civil rights or even voting rights till date in J&K which forms integral part of Union of India. The Interlocutors did not care to consider the political anarchy which is likely to generate in J&K because of the deliberate act of the State government to avoid Delimitation of the Assembly constituencies. It would mean that Delimitation shall not be allowed till 2031 leaving reserved constituencies in Jammu Pradesh unchanged or un-rotated for 40 years. Prof. Bhim Singh said that Article 370 needs amendment and not permanence. The Parliament should have power to amend the Constitution vis-a-vs J&K at least in respect of the Central subjects. The Interlocutors have acted as agents of ruling National Conference which is being watched by the mute Congressmen which amounts to national betrayal. The NPP Chief said that he shall be inaugurating 34th National Integration Camp in Sudhmahadev. He started the first camp in 1977 when he was elected Member of the Legislative Assembly from Chenani-Ghordi. He described Sudhmahadev as a unique place where Lord Shiva married Parvati millennium of years ago. The oldest temple and Shiv trishul stands at the site as witness to the history. He has already taken up the matter with Dr. Manmohan Singh, the Prime Minister of India to earmark Rs.1000 crores for the development of Sudhmahadev-Man Talai-Basantgarh sector which can be developed as international tourism resort.
